Egypt: in 2001/2 we worked with the Capital Markets Authority on the regulation and development of investment funds for the Department for International Development for around four man months. We provided five components of advice. Firstly, on development of investment fund regulation including new fund types, fund marketing and fund accounting and meeting IOSCO standards; secondly, on creating a series of formats for regulatory reporting to the CMA for investment funds, fund management firms and fund custodians; thirdly, writing a detailed procedural manual for conduct of inspection of funds and fund management companies for use by CMA personnel; fourthly providing a fund regulatory manual covering fund-related authorisation and licensing, monitoring, changes of regulatory status, inspections, internal compliance, investigations, enforcement and discipline, and identifying common breaches and abuses; and lastly providing training for CMA fund regulators both in the operation of and in fund regulatory techniques: ie licensing, monitoring, inspection, investigations and enforcement.
